Oliver has over 15 years experience in a broad range of urban and regional planning projects including residential, retail, social, Crown and commercial development.
He has extensive experience in all aspects of environmental impact assessment and associated legislation.
Oliver joined JBA in October 2007, and has in that time successfully completed, project directed and undertaken a number of projects including Part 3A Project Applications and Concept Plans, State Significant Site listings, Development Applications, rezonings and planning advices for wide range of developments. Clients have included AMP Capital, Brookfield Multiplex, Citta Pty Limited, CRI Australia, Delfin Lend Lease, Landcom, Lend Lease Development, Macquarie University, McLachlan Lister, NSW Department of Planning, the Rebel Property Group, the Sir Moses Montefiore Home, Sydney Broadcast Property, and the Winten Property Group.
During March / April 2009, Oliver headed a small team within JBA which assisted the NSW Department of Premier and Cabinet prepare the planning framework and assessment procedures for education and social housing projects under the Nation Building and Jobs Plan (State Infrastructure Delivery) Act 2009. During much of 2009, Oliver then also assisted Brookfield Multiplex (as the Managing Contractor for the Sydney West Region under the Building the Education Revolution stimulus package) deliver approvals for over 300 school projects.
Prior to joining JBA, Oliver was Team Leader of the Social Infrastructure Team and Acting Director of the Strategic Assessments Branch of the Department of Planning, responsible for the assessment of Part 3A Major Projects and the listing of State significant sites. Oliver’s team undertook assessment of all major health, education and other social infrastructure projects and their related planning.
Oliver has previously been the lead planner in the preparation of the Sydney Harbour Catchment REP, which was gazetted in 2005. He also has extensive experience in the preparation of Environmental Planning Instruments having worked in the Department’s regional team with oversight of SEPP56 – Sydney Harbour Foreshores as well as having had a lead assessment role on Master Planning for sites along the Sydney Harbour foreshore, including Callan Park, Sydney Fish Market, and East Darling Harbour. Oliver has also played a primary role in the administration of SREP26 – City West, which facilitated the urban renewal of Pyrmont and Ultimo. His key project role was the Master Planning and assessment of redevelopment of the former CSR, now Jacksons Landing, site. Other major administrative and assessment roles were carried out for the gazettal of the comprehensive Leichhardt and North Sydney LEPs.
While with the Department of Planning, Oliver played a significant role in the implementation of Part 3A of the Environmental Planning and Assessment Act 1979 and Schedule 3 of the Major Projects SEPP relating to State Significant Sites. He is amongst the State’s leading exponents on the application of the legislation to development on major sites. Prior to the Department Planning, Oliver gained over 2 years experience in local planning at Botany Bay City Council, principally working on local DAs.
